PAMPAT 2 presentation

The phase 2 of the Project for Market Access of Typical Agrofood Products (PAMPAT 2) was launched in Tunisia in January 2020. The project will last 5 years.

The PAMPAT 2 project is funded by the State Secretariat for Economic Affairs of the Swiss Confederation (SECO) and is being implemented by the United Nations Industrial Development Organization (UNIDO) in close cooperation with the Tunisian Ministries of Economy, Industry and Agriculture.

The project will continue promoting Tunisian local food products with an overall budget of 4.1 million Swiss francs.

This project focuses on the recognition and institutionalization of the Tunisian local food sub-sector and represents the continuation of the PAMPAT 1, which was implemented between 2013 and 2019.

The PAMPAT approach focuses on the development of agro-industrial value chains, the promotion of origin-linked quality labels and the implementation of a collective communication and marketing plan in order to ensure sales of regional products both on national and international markets.

During phase 1, project activities have focused particularly on the valorization of Tunisian harissa with the Food Quality Label Tunisia, the Djebba Fig with a protected geographical indication and the organic prickly pear, as well as on the set-up of the biennial Tunisian Contest of Typical Food Products.

PAMPAT 2 aims at broadening, upscaling and consolidating the results obtained during phase 1. The project will continue promoting the prickly pear sector and will support three value chains, namely processed dates, dried tomatoes and pomegranates.

These value chains offer promising prospects in terms of value-added, access to foreign markets and job creation in disadvantaged regions.

At the institutional level, PAMPAT 2 will provide assistance to improve the legal framework for the development of geographical indications and will contribute to the preparation of a national strategy for the promotion of local products, which will be implemented in two Tunisian pilot regions.

The biennial organization of the Tunisian Contest of Typical Food Products, which was initiated in 2017 will continue and the Tunisian experience will help to duplicate the set-up of local food contests in other countries such as Egypt and Georgia.

The PAMPAT 2 project foresees partnerships with the Swiss Federal Institute of Intellectual Property (IPI), the Swiss Import Promotion Program (SIPPO) and the Interjurassic Rural Foundation (FRI).

In the framework of the PAMPAT 2 project, the Tunisian-Swiss cooperation aims at setting up an ambitious promotion program for local products, which have nowadays become symbols of natural, gastronomic, cultural and economic wealth.

Ce projet est axé sur la reconnaissance et l’institutionnalisation du sous-secteur tunisien des produits du terroir et représente la suite du PAMPAT 1 qui a été mis en œuvre entre 2013 et 2019. L’approche du PAMPAT se focalise sur le développement des chaînes de valeur agroindustrielles, la promotion des labels de qualité liés à l’origine ainsi que la communication et le marketing pour améliorer la commercialisation des produits de terroir au niveau national et international. Pendant la première phase, les activités se sont focalisées notamment sur la valorisation de la harissa avec Food Quality Label Tunisia, la figue de Djebba avec Appellation d’Origine Contrôlée et la figue de barbarie biologique ainsi que sur la mise en place bisanuelle du Concours Tunisien des Produits du Terroir.

Ainsi, le PAMPAT 2 vise à élargir, amplifier et consolider les axes de travail de la phase 1. Le projet poursuivra la promotion de la filière figue de barbarie et appuiera trois nouvelles filières, à savoir les dérivés de dattes, les tomates séchées et les grenades. Ces filières offrent des perspectives prometteuses en termes de création de la valeur ajoutée, accès aux marchés internationaux et génération d’emplois dans des zones défavorisées.

Au niveau institutionnel, le PAMPAT 2 fournira de l’assistance pour l’amélioration du cadre juridique pour le développement des indications géographiques et contribuera au développement d’une stratégie nationale de promotion des produits du terroir, qui sera mise en œuvre dans deux régions pilote de la Tunisie.

L’organisation bisanuelle du Concours Tunisien des Produits du Terroir se poursuivra également et l’expérience tunisienne servira pour répliquer la mise en place du Concours des Produits du Terroir à l’international, notamment en Egypte et Géorgie. Le PAMPAT 2 prévoit des partenariats avec l’Institut Suisse de la Propriété Intellectuelle IPI, le Programme Suisse de la Promotion des Importations SIPPO et la Fondation Rurale Interjurasienne FRI.

A travers le PAMPAT 2, la coopération tuniso-suisse vise à mettre en place un programme de valorisation ambitieux pour les produits de terroir, qui sont devenus désormais des synonymes de richesse naturelle, gastronomique, culturelle et surtout économique.
